The 22nd Joint Coordination and Monitoring Board (JCMB) meeting was held in Kabul on July 22, 2019. JCMB is a unique mechanism where the government and the international community jointly review progress in the development of Afghanistan, identify challenges and the way forward.
Nazir Kabiri, Executive Director of the Biruni Institute, attended the meeting.
This was the first meeting of the JCMB after the Geneva Ministerial Conference in November 2018. The meeting took stock of the outcome and decisions of the Geneva Conference, especially the Geneva Mutual Accountability Framework, GMAF.
At the meeting, the Minister of Finance presented the Afghanistan Self-reliance Accelerator Package (ASAP), which is an investment plan designed to accelerate country’s progress towards economic self-reliance. The first phase of the ASAP package calls for US$8.64 billion in loans to be invested in infrastructure.
The Biruni Institute will produce an independent review of this loan package from debt sustainability analysis and political economy perspectives. The review will be released as part of Biruni Institute’s Policy Paper series.
