This round of Civil BRICS Forum was held as part of the events in collaboration with the representatives from the BRICS members countries and the Russian Government hosting the BRICS Summit 2020.
The main goal of the Civil BRICS initiatives is to prepare recommendations on behalf of BRICS CSOs and NGOs for the BRICS Leaders.
The online kickoff meeting of this group: “Smart Details in Complex Systems: best practices in urban and rural development in the post-COVID era” discussed civic initiatives (urban planning and management as well as rural development initiatives) to make cities and rural areas inclusive, safe and sustainable.
Attending & speaking at the event, Nazir Kabiri, Executive Director of the Biruni Institute shared prospects from Afghanistan. The ED presented Afghanistan’s flagship National Solidary Program (NSP) as one of the most successful case studies in rural development.
Mr. Kabiri briefed the participants on the innovative design, implementation arrangements and achievements of the NSP program saying that: in order to ensure greater economic and social mobility for all citizens, the NSP has required democratic elections at village level establishing 40,000 Community Development Councils (CDCs) and mandated that women hold an equal amount of leadership positions in the CDCs and receive an equal part of the funding’s benefits.
NSP (now integrated with the Citizen Charter program) was implemented in three phases over a timespan of 15 years contributing to Governance and Development in Rural Afghanistan.
Mr. Kabiri said that NSP/CDCs made remarkable achievements in expanding the Government’s development coverage nationally which is unprecedented in the history of rural development in Afghanistan.
